Street vendors in Jakarta significantly contribute to the urban informal economy, yet they have minimal social protection from the health risks they experience at work. The Cool Infrastructures team in Jakarta are conducting qualitative and quantitative studies to assess the level of exposure to heat and evaluate the related risks of heat-related illness among street vendors in the city. The team will be using a range of different indicators and tools, including the Wet Bulb Globe Temperature (WBGT) method and the Basic Thermal Risk Assessment tool. The survey data includes responses from 4,564 low-income urban residents across four cities in India, Pakistan, Cameroon and Indonesia, collected via mobile phone in July and August 2020. Our analysis shows how pandemic response created different magnitudes of disruption to everyday practices and sources of vulnerability and exposure to heat. Responses to the pandemic undermined residents’ abilities to stay cool or otherwise manage heat stress in low-income areas. Findings have been compiled in a report published in February 2022. These plans are constantly anchored by references to ‘the local’. Yet, in their explanation of vulnerability and strategies for managing heat in the future any actual urban context - the local, that is, with all its specificity of history, economy, society and politics - often appears to fade into the background. The Cool Infrastructures team in Jakarta are studying the use of public spaces in low-income neighbourhoods as an emergent social practice. Using a mixed-method approach, we aim to investigate cooling as a social practice that brings together, at certain times of the day, heterogenous groups of people. What do such spaces look like? Who uses them? When? How is the neighbourhood reconstituted as a result of these emergent practices? We applied the same concept at the level of the individual home to examine the material and social practices that consitute it over time. How are these risks understood in relation to categories such as gender, age, and socioeconomic status? How could public health conversations be shifted and expanded? In June 2015, Karachi experienced a week-long heatwave –the deadliest to hit Pakistan in over 50 years – resulting in 1,181 deaths. Even though the event sparked extensive conversation about the city’s collapsing healthcare infrastructure, little research has been carried out so far to understand healthcare professionals’s views and narratives on the topic.
